I don't think there can be any doubt about it.
Zastoj:
Literal: a part of the river with no or little flow; typically
becoming a fen/wetland/marsh. Also "zastoj krovi" =
blood congestion, hemostasis.
Figural: a situation characterized by a lack of progress,
standstill, stagnation, depression.
Derives from the verb "stoyat'" = to stand still or stand up.
"Za-" is a common prefix frequently denoting certainty,
overcoming certain threshold or a fact of being done.
Cf. zabrat' (to take from), zaigrat'sya (to overplay),
zagranitca (an abroad), zastava (a fort).
